When migrants arrive in a foreign country, they are initially confronted with a number of challenges: a new language, a new culture, a new everyday life in which they have to find their way.
Some of them have not been able to go to school and learn to read and write in their home country. Or they have forgotten what they have learned due to a lack of practice. In an integration course, these participants are now faced with a double task: They not only have to learn the German language, but also how to read and write in Latin script.

Goals of the literacy course

The goal of the literacy course is to enable participants to to alphabetize as well as to teach them basic knowledge of German.
The participants should be able to master German at least at language level A2.2. For primary illiterates, reaching level A2.1 is considered realistic.

Advanced course participants can switch to a general or other special integration course in order to achieve an even higher language level.

Target group of the literacy courses

Literacy courses are aimed specifically at participants who are primary or functionally illiterate and at those learning duplicates. The individual need for support is then determined using a classification procedure.

Primary illiterate
These are people who have not attended school. In addition to their lack of knowledge of German, they only have a very low level of language (learning) awareness in relation to their own mother tongue.

Functional illiteracy
These are people who have attended school but already have problems reading and writing in their native language. This can result in avoidance strategies, which in turn can lead to existing knowledge and skills being forgotten.

duplicate learners
Although these people have mastered the writing system of their mother tongue, they do not have any knowledge of the Latin script. There are special integration courses for them.

Requirements for a literacy course

Literacy courses can be attended by migrants who are entitled to participate according to § 4 paragraph 1 IntV and for whom attending a general integration course or another integration course for special target groups does not make sense due to missing or insufficient written language skills.

Participation in a literacy course is decided after an individual assessment of support needs. This is based on the classification system for integration courses of the Federal Office for Migration and Refugees (BAMF).

 

 

Content of literacy courses

The contents of the literacy course are based on the "framework curriculum for integration courses - German as a second language" and aim to support the participants in the following areas:

  • Literacy in Latin script
  • Imparting basic knowledge of German
  • learning strategies
  • Promotion of intercultural competence
  • Promotion of media literacy

 

Contents of the literacy course NEW

Before participants can start a language course, they are required to placement test to be completed. According to the results, the participants are placed in the appropriate course module.

The language course is part of a general integration course. It consists of two parts - the language course  and the Orientation course. The language course consists of 600 teaching units and will be completed within 8 Monaten completed. It can be divided into two parts, the basic course and the advanced language course. Both consist of 300 teaching units.

Im language course learn the German vocabulary you need to speak and write in everyday life. This includes talking to neighbors and at work, as well as writing letters and filling out forms. The participants are also trained and qualified in the areas of health, hygiene, education, shopping, leisure, living and media use. This training not only helps you in your everyday life in Germany, but also in your job or when looking for a job.

The Orientation course consists of 100 teaching units and includes topics on German law, German history, culture and democratic values. Furthermore, politics in democratic states, German society, its rules and religious diversity are discussed. The aim of this part is to bring tolerance for other cultures closer to the participants and at the same time to show them that they are also tolerated in Germany.

Final test & certificate

The literacy course ends with a final test and – if you pass it – you receive a certificate of participation. For this, the exam "German test for immigrants" (DTZ) as the Test "Living in Germany" be passed.
With the certificate you have acquired, you can demonstrate a B1 or A2 language level.

The final test of the integration course is free of charge and can be repeated free of charge even if you fail.

German test for immigrants (DTZ)
The DTZ extension consists of a written and an oral exam. The written exam It lasts 100 minutes and includes listening and reading tasks as well as writing a letter. In the oral exam The participants should briefly introduce themselves and talk to the examiners about specific topics. After successfully passing the exam, course participants receive a certificate that certifies their language skills at level B1 or A2.

Test: Life in Germany
In addition to the DTZ, the Test "Living in Germany" be completed. This contains questions about the political system in Germany, religious diversity and equal rights for men and women.

Only when you pass both tests do you get that Certificate of Participation "Integration Course". This certifies that you have sufficient knowledge of German and important basic knowledge of Germany and its society. The certificate can also make naturalization easier and faster.

Cost of a language course

In certain cases, the costs for a literacy course can be covered by the Federal Office for Migration and Refugees if certain criteria are met. The following applies here:

  • Foreign nationals: Foreigners who received their residence permit after January 1, 2005 and are permanently resident in Germany legal right to participate in an integration course. New immigrants are even obliged to take part in an integration course if they cannot speak German well enough. However, exceptions apply to people who are completing school education in Germany, who have a recognizable low need for integration or who already have sufficient knowledge of German.
  • late repatriate: The Federal Office for Migration and Refugees takes over for late resettlers and their spouses and children once the costs for an integration courseif they came to Germany after January 1, 2005. You will receive the right to participate directly from the Federal Office of Administration when you enter Germany.
  • EU citizens: have EU citizens no legal right for participation in an integration course. However, if there are enough places on the course and there is a special need for integration, you can be admitted to an integration course by the Federal Office for Migration and Refugees.
  • German nationals: German nationals are only admitted to an integration course by the Federal Office for Migration and Refugees if they speak insufficient German and in special need of integration The latter applies to people who have not been able to integrate into economic, cultural and social life in the Federal Republic without state aid. An application must be filled out for this.

Good to know: Unemployment benefit II and social assistance recipients are exempted from the cost contribution upon application. This is in the integration course ordinance (§ 9 paragraph 2) determined by law.
