Target group & goals of the MIQR

On the other hand, we devote ourselves to those undergoing rehabilitation who are no longer able to practice their profession due to physical or mental illnesses or accidents and therefore need support for reintegration and participation in working life.

Vocational rehabilitation & its benefits

The term vocational rehabilitation is a combined term for certain social benefits for rehabilitation. According to the law, the social law term "Benefits for participation in working life" be used. This includes all rehabilitation measures that promote the work and professional activity of sick and/or disabled people and open up new career opportunities. This type of rehabilitation is responsible for regaining the ability to work and securing an income from work on the general labor market (§ 10 No. 2 SGB I). The services can be provided on their own or in addition to medical rehabilitation that has already taken place.

The measures are taken over by various institutions - mostly by the employment agency, pension insurance institutions or the trade association.

Prerequisites for occupational rehabilitation benefits

You can receive vocational rehabilitation if you are no longer able to do your current job due to health reasons. This is intended to ensure that integration into working life is maintained or achieved again. Another requirement is the fulfillment of certain insurance law conditions when submitting the application. The fulfillment of the 15-year waiting period is the most frequently fulfilled requirement. Furthermore, there must be no so-called reason for exclusion, such as your work as a civil servant, since in this case you are not entitled to occupational rehabilitation benefits from the pension insurance.

An retraining is a special form of professional development that does not aim to deepen existing knowledge, but rather to gain new experience in a previously unexplored field of activity. The aim is for employees to be able to react more flexibly to changes in the labor market. A retraining usually takes place when the employee can no longer work in his learned profession, for which there are numerous reasons. One aspect can be, for example, that there is insufficient demand in the trained occupational field or that the employee is dissatisfied with his or her work. Furthermore, it can happen that you are unable to perform your duties due to a longer absence due to illness or raising children. Other reasons for retraining are occupational disability or a technical reorientation of the entire professional field.

Retraining can be financed in different ways. Those who opt for in-company retraining have an advantage because they have the right to an apprenticeship salary. All other retraining participants have various options for getting retraining financed.

  • Education voucher (BGS)

The education voucher is a form of commitment from the Federal Employment Agency to cover the costs of further education. This rule has been in place since 2003 Social code committed. However, this voucher is a "optional benefit" and is only paid if the retraining is urgently needed.

Here it is regulated that the statutory pension insurance is jointly responsible for the financing of "occupational rehabilitation benefits" insofar as one can no longer carry out one's occupation for health reasons.

Depending on the professional field and previous knowledge, retraining can take between nine months and two years. It can either be carried out purely in school, dual or purely company, whereby in this article we concentrate on company retraining.

Duration and process of supervised company retraining

Company retraining is divided into a practical training part in the company and a theoretical part in a vocational school.

At the beginning of the supervised company retraining, you can attend a preparatory course, which usually takes place in November and April. The periods depend on the training. The bbU (supervised company retraining) itself begins in February or July, depending on the training. This retraining is as follows: first you attend the preparatory course full-time for three months. This is followed by in-company retraining, which usually takes two years and takes place in recognized training companies. You will also attend the relevant vocational school and receive ongoing support and support classes. The retraining is followed by a 6-month follow-up care during which your integration in the new working environment is secured. You can choose between numerous vocational school and school training courses, such as commercial, administrative, media design, technical, manual, service and service professions and socio-medical professions.

 

Retraining and rehabilitation offers

reintegration

The so-called Gradual reintegration is often also called Hamburg model designated. This measure is usually recommended for the time after a longer period of incapacity to work. Gradual reintegration is intended to make it easier to return to work. The program is in § 74 SGB V regulated and in Germany is only intended for members of a statutory health insurance. The employee coordinates an integration plan with his doctor, which corresponds to the progress of recovery and contains information about the number of hours and a prognosis about the time when the ability to work can be expected to be regained. He also records the beginning and end of the measure as well as details about the various stages and the amount of any possible wages. However, it is not mandatory to provide a prognosis in this context. The duration of the measure can take a few weeks, but also several months.

In order for a gradual reintegration into the profession to be carried out at all, some Requirements be fulfilled. The employee and employer must agree to the medical rehabilitation measure. Before and during this arrangement, the employee is considered unfit for work and is employed at the previous job.

Gradual reintegration is considered to have been successfully completed when the employee is fully resilient again. If the measure is terminated prematurely, the employee is still considered unable to work.

In summary, these reintegration arrangements are a legal relationship of their own kind, entered into voluntarily by employers and employees. In the meantime, the actual employment relationship is suspended because the employer has limited obligations. During this time, the respective sick pay is taken over by the pension insurance institutions. In return, the employee slowly adjusts back to the workload of a full-time employee.
