With an activation and placement voucher, also known as AVGS, activation and professional integration are promoted by the job center or employment agency. Included are measures that serve to introduce or integrate into the labor market.

Activation and placement vouchers – AVGS are intended to help with integration into working life through training measures and placement agencies.

Persons seeking training, jobseekers threatened by unemployment and the unemployed can be supported if they take part in measures that promote their professional integration

  1. Introduction to the training and job market,
  2. Identification, reduction or elimination of placement obstacles,
  3. Placement in employment subject to compulsory insurance,
  4. Introduction to self-employment or
  5. stabilization of employment

support (measures for activation and professional integration). For the activation of the unemployed whose occupational integration is particularly difficult due to serious placement obstacles, in particular due to the duration of their unemployment, measures are to be promoted which, in terms of content and duration, take into account the increased need for stabilization and support of the unemployed.

Insofar as measures or parts of measures according to paragraph 1 are carried out at or by an employer, these may not exceed a period of six weeks. The transfer of professional knowledge in measures for activation and professional integration may not exceed a period of eight weeks.

The The Employment Agency can certify to the beneficiary that the requirements for funding according to paragraph 1 are met and determine the aim and content of the measure (activation and placement voucher).

Unemployed persons who are entitled to unemployment benefit, the duration of which is not based solely on Section 147 Paragraph 3, and who have not been placed within a period of three months after being unemployed for six weeks are entitled to an activation and placement voucher in accordance with SGB III Section 45 Paragraph 4 sentence 3 number 2. The period does not include times in which the unemployed person took part in measures for activation and professional integration as well as measures for professional training.
